Resolution:

From the Main menu take:
option #1 General Functions
option #6 Setup Menu Security
option #11 Add/Chg User Security
Type the system code (VG, AP, GL, etc.), press enter
Type the user ID and press F10 and then enter
press F24 to display the menu options
type an "X" to the left of the option(s) you want the user to see
press F16 two times
At this point you can enter another user or go back to the menu
